Have you looked at OpenACS. http://openacs.org
It a full-fledged Database driven modular Framework which provides for more
than what is required.
However, if you want to learn something, why not from one of the best ?
There is also an online book on the predecessor of OpenACS .. have a look
at http://philip.greenspun.com/panda/ . This explains the design of the
database, the scaling considerations etc and is written in the inimitable
style of Phillip Greenspun, a pretty funny guy. I am sure you will enjoy
OpenACS is based on PostgreSQL(PL/PGSQL?), TCL, AOLServer(webserver).
The development community is very alive and doing great things. The
developer community is very helpful. http://openacs.org/forums/
BTW, the MIT SloanSpace(http://dotlrn.mit.edu) -- A full online-course
management and student community system is built on top of OpenACS.
So, if you are planning on learning, then this is a good toolkit to try.
