Possible using iptables,cbq,tc etc. You'll need to read up Traffic
shaping and advanced traffic ontrol LARTC2.4 Howto. Well documented.
Part of 2.4 kernel now. Alexeyev Kuznetsov's work. Julian has written a
few advanced patches.

on Linux? Specifically, my problem is similar to this guy's here:
