[Ilugc] Bandwidth quota/management software on Linux?

Hi

Are there folk on this list running bandwidth quota/management
software on Linux? Specifically, my problem is similar to this
guy's here: <http://shorterlink.com/?O22TJR>: DummyNet exists
on BSD but not Linux -- at least this was true ~2000-01.

c. 2002, Is anyone aware of successful DummyNet deployments on
Linux?
