For recording use rec (front end to sox) or grec aka gnome-sound-recorder
if you want something to click on. You can encode the resulting .wav file
into mp3 using lame, ogg using oggenc etc.
Unless you have a burning need to use mp3 you might want to try a patent-
free format like ogg since it has higher quality as well and better supported
on linux in general.
