There is a lot wrong with windows, but your argument in this case 
doesn't hold good.

suppose I contribute a module to the linux kernel for (say) some sort of 
USB camera.  and suppose I am the manufacturer of that usb camera.

if I submit that module to the kernel, do you think it will be accepted 
on blind faith, without any quality control / checking by the kernel 
maintainers?

we saw BSOD in XP but it was quite different from 98 :-)). An Operating 
System should be developed keeping in mind that the customer might use 
any branded hardware and once if the customer installs the driver for 
that hardware the Operating system should support it thats it .Assume 

Try installing a linux module for say ethernet card that the 
manufacturer shipped in the install CD.  Even if it is source code, you 
may well have problems setting that up on any kernel other than the one 
the guy developed the driver on.
