I may be wrong but I don't think the issue is with "Designing" a board
for a Customer? But more with providing an "End Product" and protecting
the intellectual properties of the design. In the "Designing" scenario
the customer owns the IP

Then gerbers are the way to go. I run into NUMEROUS customers that only
request gerbers to look at their designs.
