I think he is indicating he only has access to Cadence at his site, he doesn't
have access to PADS, it doesn't matter what PADS can do he only has Cadence

What do you need to accomplish with this ?
PADS layout can import allegro.brd from import menu.
PADS has standalone converter for allegro files from v9.3.1 on.
Allegro has converter for pads layout file if it is exported as ascii (.asc).
