Hi
If these pad to pad errors are within the same footprint I would apply the 
Nodrc_sym_same_pin property.
Edit> Properties Find filter set to symbols and you should see it in the Edit 
property window.
It can be set at the footprint level also.

Good Day All,
                I'm using Allegro 16.5 and I'm trying to get rid of some pad to 
pad errors by creating a Constraint area.  I've been trying to figure out 
Constraint manager but I'm having trouble.  Could someone tell me the correct 
procedure to create a constraint area?  Thanks for any and all help! -DC
