I use AutoCAD for documentation... I was looking at the change Circle diameter issue as a way to modify cline arcs and circles. I think what you want from the ECAD tool depends a lot on your working environment (and those who establish it). If your company's goal is to have all the documentation in the ECAD environment (as mine is), then you need the basic CAD functions. For now, I go off into Microstation (licensed via VeriBest98) to do anything of a drafting or mechanical nature, then import it back into Allegro to satisfy this requirement without going insane.
