Many USB drives aren't specifically USB spec compliant and require an external power supply. I expect that may be the case if the drive starts and stops. USB says that a device can only expect a certain amount of power if it is connected to one port. Many USB hubs, including those inside laptops, have multiple ports, and make the total power for all the ports accessible to a single device like a CD ROM drive or hard drive.
