1. x[0] = 1/sample_interval x[n] = 0 for all n != 0
Remember that the time integral of a Dirac delta function is 1. The discrete time approximation (actually shows up in proofs involving delta functions) is a rectangle with a width equal to sample_interval (in other words, one discrete sample) and a height of 1/sample_interval (to get the unit area).

2. You're right that the text could have been clearer. The intent has always been that the clock period is one UI. You are also correct that the clock period is not necessarily the difference between two clock times, in that there may be a missing entry in the clock times array, or there may be a phase adjustment between two clock times. You've asked a good question. Perhaps we should clarify this text in any future BIRD.
