GetWave is used. DQS input is not required. Same as in current Spec.
GeWave2_Exists=True
GetWave2 is used. DQS input is required.
- Model consumer/EDA tool decides whether GetWave or GetWave2 is used.
- If GetWave is used, DQS input is not required. Same as in current Spec.
- If GetWave2 is used, DQS input is required.

That means that such a DQ model will require a DQS waveform input, and will not 
function in the current mode of letting the Rx choose the best sample location.

As far as I remember, we decided that they are not mutually exclusive,
i.e. they CAN coexist, but I don't think we said that they MUST coexist...
