I think we should use IBIS-ATM to review bird189.5_draft12_WMK.docx, make
possible changes (hopefully very few or none), and approve it as
bird189.5_draft12, which would be posted. As I said below:
“Arpad and I will be working on bird189.5_draft14v1.docx which will be
limited to changes regarding Groups and Sets.”
I can envision bird189.5_draft14.docx might include some other editorial
changes.

The draft11 posted on the website is the last one formally approved by the
group. So basing the draft12 work on other proposed versions that have not
been approved brings in other changes that we must remember to consider when
we vote. But there seems to be a sense of approval for those changes so that
is probably low risk.
Why would the next one be draft14 though?

Arpad and I believe that bird189.5_draft12_v1.docx is the latest and
greatest, so I will be using that version as the basis for 189.5_draft14. I
am enclosing the version bird189.5_draft12_v1.docx and
bird189.5_draft12_WMK.docx which has all of the changes in accepted, and the
version set to 189.5_draft12. Please review bird189.5_draft12_WMK.docx, I
will make a motion at the Tuesday ATM meeting to upload
bird189.5_draft12_WMK.docx (renamed to bird189.5_draft12.docx) as the
official bird189.5_draft12. Arpad and I will be working on
bird189.5_draft14v1.docx which will be limited to changes regarding Groups
and Sets.
