I believe this was the consensus of those left in the meeting after Radek
left. I would suggest that Radek write up his alternative set of rules so
that if we cannot find consensus, we will have an opportunity to vote on
the two alternatives.

Per an AR, attached are proposed rules for Unused_port_termination.
Radek sent an email listing other options, technical concerns, and
technical questions. Because of this, I am just sending out the revision
with an enumeration of the rules that had been discussed.
We do not yet agree on this, so I have not added this into a pending draft
of BIRD189_draft10.
