you saying using an Spice like engine with IBIS files?

Mike,

You're correct; the existing IBIS spec for package modeling falls short in 
the multi-gigabit realm.  While there are proposals being discussed to 
address this; they aren't part of the current spec.

In current practice, people are either instantiating package models 
(usually as S-parameters) in their simulation schematics explicitly, or 
using tool-specific extensions to IBIS to include a more robust package 
model.
