All,

I have to repeat this statement again. There is no wiggle room, the only
valid measurements that can be made at an I/O buffer are between the
terminals of the buffer. Any measurement made between a terminal of the
buffer and any other location in the design are not valid simply because
of the fact that not being at the same location means by necessity there
is a time difference between the measurements. Measurement of voltage
between the buffer and a pin will introduce inaccuracies base on the
electrical distance between the two points that are measured and the
frequency content of the voltages being measured. A simulator may "probe"
terminals of an I/O buffer model to other nodes (e.g. to Node 0), but
additional arithmetic must be applied to those probes to affectively
measure the voltage between the terminals of the I/O buffer. The reason I
suggested that ext_ref no be a reference terminal is that (except for
[External Model], the only possible reference location for ext_ref is at
the pin of the device (using [Pin Mapping]). This would define the
reference node at a pin, not very close to the I/O buffer at today's
speeds.

I agree with Bob that we should not  "require" that C_comp be connected to
the Reference_terminal, but we should allow the EDA tool or User to split
C_comp among the rail terminals. I think the Editorial committee has done
some work on this already, but in the context of this BIRD here is some
alternative language.

Change on page 72:

The absolute GND is the reference for the V_fixture voltage and the
package model equivalent network. It can also serve as a reference for
C_comp, unless C_comp is optionally split into component attached to the
other reference voltages.

to

For a device under test, C_comp may be treated as connected to the test
fixture reference node which in SPICE-to-IBIS simulations may be the
simulator reference node "GND" or Node 0. If C_comp is not split into rail
terminals using sub-params C_comp_pullup, C_comp_pulldown,
C_comp_power_clamp and/or C_comp_gnd_clamp the EDA tool should connect
C_comp to the Reference_terminal or split it among the rail terminals as
the EDA tool or User chooses.

I would like the updated draft 2 posted on the IBIS ATM working area.
