[ibis-macro] Function Return Value BIRD draft update

This is to inform all of you that the BIRD draft
dealing with the Return Values of the AMI_Init
and AMI_GetWave functions has been uploaded to
the ATM website. This version incorporates the
comments received in the last meeting. I would
like to ask everyone to review this draft so we
could have a meaningful discussion on it in the
meeting tomorrow.
