Ken: I personally favor keeping "Format" required as the simplist solution for the reasons you state. However, I support the compromise position of making "Format" optional because opinion is divided among some active EDA vendors and users. That allows for more graceful user design migration and tool support. It may require more work for some EDA vendors to deal with about 10 special cases.
