Ambrish,
We discussed this question today in the IBIS-ATM meeting and
came up with a recommendation that I would like you to verify
for us.
Since it seems that the intent was that the "Model Specific"
section is optional, the sentence in question seems to be
simply not worded properly:
| ... The file must have 2 distinct
| sections, or sub-trees, 'Reserved_Parameters' section and
| 'Model_Specific' section with sections beginning and ending
| with parentheses.
We would recommend that the above sentence should be re-written
the following way:
| ... The file must have one or two distinct
| sections, or sub-trees, the required 'Reserved_Parameters' section and
| the optional 'Model_Specific' section with sections beginning and
ending
| with parentheses.
The group requested me to write you an email to verify that this
does not go against anything that was intended by the author(s)
of this portion of the specification. Please verify that this
recommendation is still correct as soon as possible, so we can
give an answer to the parser developer quickly.

I can tell you from experience that an empty Model_Specific section
violates the syntax because as a branch of the parameter tree it has no
leaves and as a leaf of the parameter tree it has no value.
