Another issue this BIRD brushes against which I have been burned by before:
The Format List specification indicates that the first item should be the
default value. But your example, with the List_Tips, suggests that an item
in the middle of the list, tipped as "Nominal", is the default.
I understand that an added "(Default <value>)" field should override the
List <default value>, but it doesn't (in some popular EDA platforms).
I am constantly rearranging otherwise-logically-ordered lists into
unnatural orders to accommodate this confusion. I would appreciate it if we
made it clear.

I do not think that this is correct.
Unless otherwise noted, specific Usage Out arguments or data provided as
Format are effectively ignored and will be simply passed by the EDA tool to
the executable model file.
