I was actually wondering about what the motion really was,
but I checked in the minutes Curtis wrote and also with
Walter, and I wrote the email based on Walter's private
reply, and I distributed the email after I got Walter's
OK on my wording.

While I was thinking about the details of the motion I 
realized that no matter how we word the motion, it basically
boils down to the same thing, because the reason we were
discussing this BIRD in the ATM committee was because the
Open Forum was looking for a recommendation from the ATM
group.  Stopping the discussion without making a recommendation
therefore is not an option.

So we can either vote to stop the discussions and make a
recommendation to the Open Forum, or we can vote to keep the
discussions going.  This would correspond to a Yes or a No in
the upcoming vote.  The only open question is whether the
recommendation to the Open Forum is in support of the BIRD
or against it.

Walter's suggestion (motion) seemed to recommend to reject
it, but considering the loose ends in the BIRD, stopping any
discussions now would pretty much have to mean rejection,
because I don't think we want to be in favor of any BIRD
that is not completely clean.  If we want to make a positive
recommendation to the Open Forum therefore means that we will
have to clean up the BIRD, which is the equivalent of
continuing with the discussions.

I am not sure if the motion was to 'end discussion and call for a vote' OR 'end 
discussion ... and to make a recommendation to the IBIS Open Forum to reject 
the BIRD' as you put it. 

Considering how ubiquitous s-parameters are becoming, we believe that there are 
merits with the proposal to directly instantiate s-parameter models from an 
IBIS file without going through the hassles of writing sub-circuits to do 
simple instantiations.

A formal motion was made in the ATM teleconference yesterday regarding
the ongoing discussions on BIRD 144.3.  The motion requested a vote to
be made to end the discussions on BIRD 144.3 in the ATM teleconferences
and to make a recommendation to the IBIS Open Forum to reject the BIRD.

The attendees of the meeting decided to schedule the vote for the next
ATM teleconference on Tuesday April 17 to give enough time for the
participants to think about the subject and to make arrangements to
attend the next meeting or cast their vote in a private email sent to
