Here is a BIRD draft of the C_comp Model proposal for review.  I also attached 
a document showing changes from the version shared in the ATM task group in 
August 2017.  Most of the latest changes were made to align the syntax and 
language with BIRD189.6.

One major change I am considering is removing the ability to put a series 
element between the Buffer_I/O and Buffer_O terminals, effectively removing the 
Buffer_O terminal altogether.  This would mean that any on-die interconnect 
parasitics should be modeled at the "package" level with BIRD189 and not at the 
"buffer" level.  This would also mean less potential for error in C_comp 
compensation algorithms between use of the capacitance in [C comp Corner] and 
the new [C_comp Model].
