Per Arpad's concern, draft2 changes at-pad to at-buffer terminal in five
locations for clarity in the multi-lingual section.
Sorry about the heavy line, but I do not know how to get rid of it.

Bottom line - no syntax change to IBIS, but the interpretation of the "Die"
selection is always at a buffer terminal for all cases.
