I agree with Walter’s suggestion of removing all that stuff from this BIRD.
There is no
need to over complicate this with package modeling related features when
this BIRD
started out as a buffer model improvement proposal. The package
improvements are
addressed in BIRD189 already, there is no need to introduce yet another way
to write
package models for IBIS.
To summarize, the TS4file is strictly a replacement for [Model]. If the
.ibs file has only
legacy package models, the buffer model is connected to the pad, but if the
package
model uses the new BIRD189 features and defines an on-die interconnect, than
the
TS4file is connected to the “buffer terminal” (not the pad). Walter, is
this what you
intended with this latest change?

I am including BIRD158.6 draft3 with all existing changes accepted, and my
recommended changes which are to remove all reference to terminals at pad or
pin.
I strongly recommend that they be at the buffer. There should not be any
package interconnect in the Ts4file (we should certainly not recommend doing
so) then the package model should not include that interconnect.
This is simple, it matches exactly how IC vendors are generating these
Ts4files.
