Here is another (corrected) version of the BIRD 127.3
draft. In the previous version I forgot to change
the BIRD number to 127.3 and didn't add the last
modified date. Please discard the previous file
I distributed.

Please find the draft of BIRD 127.3 in the attachment.
This version incorporates the corrections based on
Radek's comments. Please review it for the next ATM
teleconference so we could finalize it and possibly
vote on it to be submitted to the Open Forum.
The changes are marked with triple asterisks (***),
except in the two cases where I removed the "Notes"
under the examples for Table, because they were
explaining old rules which were only needed before
BIRD 132.
