Nice conversion to the new format as a starting point
One change under Descriptors for each of the reserved
parameter instead of 0:
Default <numeric_literal>
Note, for for Rx_Clock_PDF and Tx_Jitter
Default (Illegal)
This is for consistency with Version 5.1. Default is the
optional reserved word Type expectation, not an actual value,
and <numeric_literal> covers Float and/or UI is allowed.

All,
This is BIRD 123.3 converted to IBIS Specification Change Template, Rev. 1.0
I have attempted to make minimal changes limited to conforming to the new
BIRD format and AMI Parameter definition format.
I request that the IBIS-ATM committee review these changes for technical
accuracy (essentially copy and paste errors).
I request that the IBIS Editorial committee review this document for
Editorial Issues.
I do not want to submit this BIRD update to the Open Forum until thoroughly
reviewed.
