The only change is to delete the last sentence in the third paragraph
in the ANALYSIS that related to CIRCUITCALL. The sentence was
confusing and possibly irrelevant.

Per the Editorial Task Group discussion on August 5, 2016, I
drafted a new BIRD181_draft1 to deal with the issue
that under [PIn], if two or more signal_names are the same,
the model_names must be the same. This BIRD181.X uses
Walter's suggested language.
BIRD181.X allows the issue in BIRD180 (no duplicate pin_names
under Pin] ) to be considered separately
This could be discussed in the ATM Group or in the Editorial Group.
Walter could become the Author.
