The equip max mod script that KeyWasFull made would help increase a
point when an item is equipped and then decrease it back to normal
when you unequip it.
Adding/removing skills when items are equipped is easy, use the
equip_add_skills flag to add a skill when equipping something. The
skill will be removed when you unequip the item.

shields armor as well as special items would be equipped in special equip
slots and anyone has any idea to make this work that would be helpful thank
