Hi Niklas,
The map maker is the one who determines if a map pack is stable and finished.
Now, on a release, Ian checks out the maps and determines if they should be
downloadable or not thru the game, at least, from what I understood of that
particular conversation a few weeks back.
Usually that means checking if there is any errors when the map starts, making
sure maps are beatable and the like.

this only the author of the map pack or Ian himself?
