I'm not sure what you mean by that. If I could create a passive skill that
enabled the user to move through water but didn't disrupt effects other units
gave them that made them capable of flight in the process, that would be nice.
I have an entirely water map planned in the future but everyone will be
merpeople on that map, so it's not going to be relevant for that one.

So what you want is a terrain flag that works with skills/items and/or
effects?

Yes, you'll have to add the mountains into the list of terrain that
your unit can pass.
