Oh, I didn’t think to combine them. I tried using a simple cost flag, then an
effect to remove the skill for a round and these didn’t work. Thans, I will
give this a go.

Yes, you can do it.
It has to do with points and effects though.
Just have an equipment point, then have all other skills that the unit
has use the self_effects equipment inflict, or whatever your effect
may be. As long as your manage equipment skill also utilizes the
equipment point, the unit can't access their sheet until the point has
been restored.
