True... well, we'd need to change the effects up a bit to make it happen, but it could happen sometime.

As Monkey said, this is by design.

Something to consider is, does someone "own" an effect? A casting unit,
perhaps? Or a team Currently, no one does, it's a thing that happens to
a unit or tile.

It could happen that someone "owns" an effect. Which would open up more
possibilities. In that case, we could do something about that.

It kind of makes sense though that if a tile is a raging inferno, it'd
hurt anyone without fire resistance. There are, of course, some effects
that are more suited to being a bit more specific, so they'd need to
know who cast them and be specific to their enemies or friends.

I'm pretty sure this is intended. From my understanding, disable
friendly fire only affects splash damage, not effects.
