Hi Zak,
I would say yes and no.
I think for us, it is easier to understand, cause we have been doing it for
quite some time now. for the newbie, it is not so simple. It can be
intimidating, overwhelming and even suffocating with all the information
available. The newbie gets the impression that they will never be able to
remember all that stuff,a nd they would be right. It is impossible to remember
all that stuff without an eidetic memory, lol.
I would suggest that a map editor would help those who want to express their
creative outlet thru TB, and eventually thru opther games Ian makes down the
road, that it might allow others to feel a bit more confident with some in game
assistance. Especially with flags, but also with helping in typos involveing
lines and parser versions and placement of the various skills, flags points etc
and so forth.

So it might not be easier, but it might. I don't think there is a real way to
know for sure until it is made and tested. Or, if Ian thinks this isn't a good
idea, then it is all moot anyway, lol.

I like your idea, Zak, I am constantly switching between game and user guide
and map pack folders and the folders in those.

But, editing the text files is already so easy, would it really save
any effort? Something I would like to see in the map editor though is
the ability to add text to the end of the line in the map file on
which the tile you are currently on is defined. Currently if you want
to change some flags of a specific unit on the map you have to find
that unit in the map file, which can be annoying if its a big map with
lots of the same unit. If the map editor had a feature that allowed
you to just type what you want appended to the line it would make this
  much easier.
