Look for someone tapping into your feed.
KGL Have you tried shutting all breakers off, making sure the meter stops,

dual head spotlight. There could also be PIR (Passive Infra Red) sensor
installed in one or both of them, the picture wasn't quite clear enough for me
to tell if the boxes were just weathered more on the sides than the bottom
(most likely) or if the bottom was some sort of cover for the sensor that could
be in there. I am almost certain you'll find it's just terminated wires inside
each box so you could install light sockets at a later date.-Nat
