[hlxce] HLXCE Version 1.6.3 released

The HLstatsX: Community Edition development team has released version
1.6.3 of HLX:CE.

Two files have been made available for this version:

HLXCommunityEdition1.6.3FULL.zip
HLXCommunityEdition1.6.3Upgrade.zip

FULL will allow you to upgrade from either 1.6.1 or 1.6.2 to 1.6.3.
Upgrade will allow you to upgrade from 1.6.2 to 1.6.3.

If you are running 1.6.0 or earlier you must first upgrade to 1.6.1
then upgrade to 1.6.2 or 1.6.3.
