running HIPL on PL, but Teemu Koponen wrote a UML patch that should
allow it. It is was used to run an OCALA proxy on PL. He can provide

A few words of caution:
1) PL VNET does not allow you run HIP signaling protocol or IPsec ESP
(directly) on top of IP. Unfortunately, this is the only mode of
operation HIPL implements. To circumvent this, deploy an UDP/TCP
overlay and run HIP/IPsec on it.
2) The patch and daemon are not "production" quality.
