[hipl-dev] HIPL for Andoid without rooting?

Hi all,
I just saw news about this VPN app for Android:
https://play.google.com/store/apps/details?id=de.ncp.vpn.preview
It seems, they manage to set up secure tunnels for other applications starting
from Android 4.0. It would be interesting to learn how they do that and use
this information to provide a HIPL for Android app :)
