In order for the recycling company to empty the bins, the bins need to
be clear of trash.  There really wasn't a way for them to easily get to
the bins with all of the junk placed in the aisle.  The junk company
will come tomorrow, and Clara can ask for the recycling company to come
back at the end of the day tomorrow (Tuesday).

Based on the photo, junk is the issue. They will come tomorrow to get it. In the event someone has a lot of junk, it's preferred that they place it in the junk area on Monday night. In no event should junk block the recycling bins.
Recycling is picked up on Mondays and Thursdays. We can call them occasionally for an extra free pickup, if necessary.
Also, anyone in the neighborhood can schedule two free bulk pickups per year by going to the following site: https://www.atlantaga.gov/government/departments/public-works/office-of-solid-waste-services [3] Enter your address as 375 Highland Ave # xxxx You would have to put the items out on Hilliard St. the night before your scheduled pickup day. Right now, you have to schedule your pickups about 3 weeks in advance.
