FYI, when the complex was originally built, the developer had already done this
conversion of the second parking space into a bonus room on a certain % of the
units – something around 40% of them. I have one of them. So the construction
was done at the same time as the original build of my unit, by the original
developer. Maybe not very helpful info, but thought some might want to know
the history.

It depends on the extent of the renovation. If it is simply adding a non-load
bearing wall, then that's a private thing. If the project involves making new
plumbing connections, moving existing plumbing, altering existing load-bearing
walls, or changing something on the exterior, then that would require Board
approval. Most likely, building permits would also be required, as well as an
architectural drawing.
