Yesterday my GUEST was waiting for us in his vehicle in the parking guest spot
and an owner of a blue sedan Cadillac in the building 200s took a picture of my
guest's vehicle. We approached him as this was an unacceptable. If this happens
again in any form, I will file an official complaint with the Fulton PD.

For context, the newly installed board (as of Sept. 1) became aware that our
current community bylaws do not include any rules pertaining to guest
parking. However, several resident’s vehicles (including one of our very own
Board Member’s) have been towed and/or a guest’s vehicle has been towed in
the last year without the Board’s knowlegde. As an immediate action, no
vehicle will be towed without the consent of a Board Member.
The Board has also been made aware that residents have been leaving notes
and stickers on vehicles threatening to tow. This is under no circumstances
approved, and in fact, highly discouraged. Residents should not recognize
any notes other than those from the Board (which can be verified by phone or
email).
If a resident is identified and proven as to leaving a threatening note,
they will be fined and may be reported to the police for harassment.
Below are newly instated guest parking rules. We look forward to your
feedback and will be happy to answer any questions or concerns. Thank you
for your patience as we figure out what is best for our community!
The Highland Board
Guest Parking Rules
ILLEGAL PARKING: Any vehicle parked within the neighborhood that is NOT
parked in a resident’s driveway, in a garage or an authorized guest parking
space during enforcement hours (see below) may be subject to towing.
If a vehicle is illegally parked making it impossible for you to exit your
residence or the neighborhood, please email highland-board@xxxxxxxxxxxxx
immediately or call Dennis Hoffman at 404.835.9105.
GUEST PARKING:
There are eight approved guest parking spaces that are clearly marked within
the neighborhood.
Residents are asked to please not use these guest spaces.
Residents should not park in mailbox and/or dumpster temporary parking for
more than 5 minutes.
A vehicle (guest or resident) should not park in any guest parking space
more than 7 times in a 30 day period during enforcement hours without
special approval* from the Board.
ENFORCEMENT HOURS:
The Board will enforce guest parking from 5 – 11 p.m. on weekdays; and 24/7
on weekends (Saturday through Sunday) and holidays.
GUEST PARKING ABUSE:
A vehicle (guest or resident) that is recorded by the Board as having been
parked in any guest parking space more than 7 times in a 30 day period will
receive a 24 Hour Guest Parking Tow Notice, which will include a phone
number and email for verification purposes.
The vehicle may be towed from any guest parking space without further notice
after 24 hours and will be prohibited from parking in a guest space for the
next six months from the date of the tow notice. An email with the notice
details will also be sent to the neighborhood listserv in an effort to reach
the vehicle’s owner before towing is enforced.
REPORTING VIOLATIONS: While we do not encourage a “tattle tale” culture,
residents may notify the Board of guest parking abuse at
highland-board@xxxxxxxxxxxxx.
*Special Approval: If you feel you have a special circumstance where a guest
needs to park in guest parking more than 7 days in a 30 day period during
enforcement hours, please email the Board at highland-board@xxxxxxxxxxxxx
for consideration.
Alternative Parking Options
For those residents with more than two vehicles, the Board suggests parking
on Hillard Street for free or as a more secure option, buying a monthly
parking pass from the Atlanta Medical Center for $60 per month.
Directions:
1. Go in the building on the west side of Boulevard with the Blimpie’s and
Chick-fil-A restaurants.
2. Visit room 335 and pay with cash or a check.
You will be able to park in parking deck A, located off of Parkway (by the
helipad). When exiting the deck, use the “Employees Only” exit.
