Interesting point.

If the Wi-Fi boost reach out to the end of the pool. I think it will reach
1001-1005, 101-108, 806-808, 1011-1015.

This makes me think that we should have 3 networks. Clubhouse Main (locks,
TVs, Nest Thermostats). Clubhouse Guests, Clubhouse Rental.

Clubhouse Guests limit would be something like 4-5 hours and would be
exclusively for general pool area usage. It would not be for clubhouse
rental.

Clubhouse Rental would be a password that we  change periodically for
rentals.

Are you saying you want time and data limits for usage? How much time and
how much data usage? I would strongly vote against that if that is what you
mean. It would be really nice to be able to work from the pool or stream a
game on nice days. I don't think the range of the wifi will significantly
reach the adjacent units if that is your concern. If someone wanted to take
advantage then they would have to go to that area all day, every day to use
it, and they are already paying for it with HOA fees anyways. Also, Google
fiber has no data cap so there is no penalty for usage.

What is the issue with just setting up a network for guest-clubhouse and
guest-pool and then sending out the passwords to the community the same way
we do with the walk-in gate codes? We aren't limiting the number of times
we are allowed to use the gate. This can be done for free with Google Wifi.
It is very simple to do and tracks data usage by device in real time and
custom date ranges.

Sorry again if I misunderstood the request. I do think time and usage
restrictions or paying additional money for 3rd party restricted guest
networks are bad ideas though.

solution. There are several providers that offer this service. It may be
worth asking the management group if any of the properties they manage use
a particular provider/system.
