When Pat confronted the person in the unit, he said he owned the unit. 
The person who parked illegally was a clueless guest (a different person
than the unit owner).

In the past, Fran maintained a list of the most common rule violations,
along with their associated fines (1st, 2nd, 3rd+ offenses).  I haven't
looked recently, but that list was posted by the mailboxes for a very
long time.  Kelli, if you want to continue the tradition, be my guest. 
I happened to find the list, and it is attached.

As far as parking, we decided a few months ago that there would be no
fines, and towing would be the sole remedy.  In our upcoming meeting, we
can discuss if booting for certain situations is appropriate, and
perhaps fining unit owners in other situations.

Blocking the road is the most serious parking offense.  It doesn't
happen often, but a fine might be appropriate when it does happen.

Thanks Alex! I heard the tail end of the commotion, or actually, Pat
yelling at the neighbor. I clearly haven't looked out the window in forever
as I heard Bill mention the car was blocking the road for over an hour.  If
the owner was in unit 1003, he owns but I do know he recently moved in. He
use to rent it out.

During our meeting I'm not sure if this would be worth while but we could
discuss drafting some of the top violated rules on on sheet, sort of like a
snap shot or quick guide, and circulating it into everyone's doors. Since
I'm brining it up I don't mind spearheading this. Unfortunately, we will
always have new people so it won't be fool proof. And unfortunately many
new people may break the rules due to lack of knowledge but it's the best I
can think of at this moment.

that the police wouldn't do anything, since it was a private property

The vehicle owner came out and was berated out by Pat.  After the
vehicle owner moved the vehicle, the unit owner was also berated by Pat.

I left the scene, as there was nothing else I could do, and both of the
offending parties got the message.
