I view this as two separate parking issues.
If a vehicle is parked on the road outside of a guest parking space,
I'll issue a minor parking violation. The car must move within 24 hours
to avoid being towed. The car might or might not be blocking a
driveway. That's a judgment call that I don't want to make. In the
future, if that same car is illegally parked, it is subject to immediate
towing.
If a homeowner or resident happens to complain that their driveway is
blocked, then that's a major parking violation, subject to immediate
towing. In this case, we don't issue a paper notice or send email to
the list. We just call the towing company.
I think the better solution is to make the paved brick section near the
800 building a tow zone. It's similar to cars parking by the 400 and
500 buildings, blocking access to driveways. I am behind on the signage
project, but I plan to reach the first milestone this month. I'll make
the recommendation for tow zone signage in that area.

Hi Alex,
I appreciate your keeping the parking in check, but the notice should state
that the vehicle should be moved ASAP as it is blocking resident access to
their drive and is subject to be towed at any time. The notice should not
state that they have 24 hours to move their vehicle. This vehicle is parked
behind my driveway and I just now barely made the turn to get back in to my
driveway with outside guidance. I would not be able to back out without
possible damage to my vehicle and/or theirs. If I need to go back out and it
is still parked there I will call to have it towed immediately. As of now I
have no plans to go back out today.
