Issue
a. Instead of having a user related dynamic list(the current situation), can we
define what is in this list, so we can help the staff with the most common
entries? Im not talking about a valid value list. I understand that this field
always needs to allow custom entries. It needs to have a set list of common
city entries that staff can choose from or still type in what they like.

issue/request to our list of Application Change or Enhancement Requests
(ACERS). We are addressing your issue/request in sequence. Please note the ACER
number for future reference. Everytime your ACER is modified, you will be
