Priority:  Low

Issue:
Information shared by the HIFIS Community Coordinator Saskatoon, CUISR,
regarding the FSIN's interest in using HIFIS.

A HIFIS community meeting was held recently in Saskatoon where a representative
from FSIN, Urban Development, Health and Social Development Secretariat, FSIN,
attended.
FSIN expressed an interest in using HIFIS to gain a better understanding of:
1) the housing standards experienced by First Nation individuals on and off
reserve; and
2) the mobility of First Nation individuals between urban centers and on-reserve
FSIN would like to assist the 74 First Nations in Saskatchewan they work with
developing:
1) plans for the best use of scarce housing resources to renovate existing
housing stock or build new;
2) concrete statistical information on the status of the housing stock (it is
believed that much is sub-standard);
3) concrete statistical information to gain an understanding of First Nation
housing needs on and off reserve; and
4) concrete statistical information on First Nation individuals housing needs
involved in justice issues and how the justice issues affects First Nation
housing needs (it is known that exit strategies for individuals leaving justice
institutions are failing to non-existent; and Aboriginal individuals leading
the majority of incarcerations in Saskatchewan)

Three issues have been identified with the HIFIS software that could impede
FSIN from using HIFIS:
1) the request to add the list of Reserves to the City lookup table has not
been completed;
2) currently there is no ability in the HIFIS software to capture the status of
a housing unit (i.e. good, needs repair, substandard, over crowding, year
built, upgrades, etc.);
3) the date the Case Management module will be available in the HIFIS software

The Saskatoon Tribal Council (STC) and the Elizabeth Fry Society have both
expressed an interest in using HIFIS, the issues identified as barriers to the
FSIN would also be barriers for them.
