Issue:
The switches tab should be first, not the contact tab. When staff are making
new user accounts, it would be easier for them if they were able to set the
switches on the first tab....... if they don't see it right away, they might
forget about it.
Solution:
Done. Switches on Page 1; Contact on Page 2.
