[haikuware-tya] Recycling candidates

Hi there!
I'm not really happy with recycling all non-winners of the previous TYA
as candidates for the following. Originally the TYA set out honor
contributers of the past two months. That way the contributions are
still fresh in mind and in a "slow" month also smaller contributions
have a chance of winning.
I think we should try to stick to this goal and only "cheat" when we
just cannot come up with, say, three candidates. In general, I think we
should also try to not go beyond 4 or 5 candidates as that can get
overwhelming...
