libusbmuxd: use autoreconf, add debuginfo & commandSuffix. (#2705)
* BUILD was no longer working. We could have replaced "automake" by
"automake --add-missing" but it was easier to switch to autoreconf.
* Switch HOMEPAGE and SOURCE_URI to https.
