The reason this bug has been open and outstanding for so long is because it only affects building Haiku on Haiku, the original patch fixes the bug, but, is too simple, the newest patch might also fix the bug, but needs to be reviewed. Somebody needs to dig in and review the new patch or at least apply the original patch in the meantime. So that's why it's still outstanding.
