Besides writing our own kernel is more fun, :^) it will be as complex to finish NewOS while integrating the BeOS kernel API, then to port it to GNU Hurd. First, because Hurd is a real microkernel, and has certainly lots of parts that are different than "regular" kernels, which would need some time for the kernel team to fully understand. Second, we chose NewOS because it was very close in the design to the stock BeOS kernel, not to have to "port" but really implement it as we are finishing it. That's why we didn't use Linux or *BSD. Third, we will maybe be able to use/port with quite some ease BeOS drivers to NewOS, something that will definitely not be possible with Hurd, due to the slightly different architecture.
